[acg] blas/lapack update

Checked spinDoctor .. uses elegant and ced2elegant.
Things worked as expected.

I just completed updating our blas/lapack configuration on all RHEL 9 systems.  RedHat ships broken blas64 and lapack64 RPMs that ultimately break several tools needed for operations (elegant, ArcSteer, etc.).  Removing those RPMs and the blas-devel and lapack-devel RPMs, which provide the related header files, fixes the library configuration so our operations tools will work.

While unlikely, it is possible that this update breaks software compiled in the last year on RHEL9 if it uses lapack or blas shared libraries.  Please reach out if you think you're running into a problem introduced by this change.
