[Alert_collaboration] Work Breakdown Structure of ALERT

Hello everyone,

In preparation of the next meeting, please find attached a first version 
of the WBS for ALERT prepared by Julien. Please let us know if you see 
any task that is missing and start considering which tasks can be taken 
care of you or someone in your institution. We will discuss the document 
in detail Monday and try to find an institution for each branch.
