JLab Management and Operations Subcontractor Reporting Capability
The prime contract between JSA and DOE has been modified in compliance with a directive from the DOE to include a new program called the Management and Operations Subcontractor Reporting Capability (MOSRC). MOSRC requires all DOE M&O contractors to report detailed data points for each purchasing transaction, including the vendor name, to DOE. The first report of this information will be rendered in November 2016 and will facilitate DOE reporting on its small business goals with the Small Business Administration.
In support of this directive, a team of representatives from Procurement, Finance and Information Technology have collaborated on reviewing our processes and databases to determine the methods to ensure JSA is compliant and ready to support DOE in this effort.
A primary area of interest is the requirement for Procurement to only award to vendors (with limited exceptions) that have met the qualification standard of having registered in the federal government’s System for Award Management, which can be found online at www.sam.gov , or vendors who have provided the required data directly to Procurement. Many of our vendors are currently qualified to do business with DOE M&O’s; however; there are several that are not. We have contacted these vendors to ensure a smooth transition to these requirements in order to qualify for future procurement awards.
In order to provide Procurement Staff and end users a quick tool to determine which vendors are qualified, IT and Finance have developed a Vendor Management database. This database will allow end users to see if a vendor is qualified prior to initiating a purchase requisition. The database has already been rolled out to Procurement staff, and it will be available to end users in the coming weeks. In the interim, starting October 1, the end user can find out about a specific vendor’s qualification by emailing Danny Lloyd at Lloyd at jlab.org.
New vendors can register in the government’s www.sam.gov database. As an alternative, we are also working on providing a web form for vendors that will allow them to provide the information directly to Procurement in order to qualify for future procurement awards.
This program will be closely monitored by the JSA and DOE for successful implementation and use. As such, we will do all we can to ensure this process is seamless and causes little delay in the procurement process.
