[All_staff] Message from Hugh Montgomery: LDRD Program Announcement

*Jefferson Lab Laboratory Directed Research & Development (LDRD)*

As planned and previously discussed, we will initiate an LDRD program 
this year.  The review process has been completed and proposals have 
been selected to be funded.

Eighteen proposals were received and reviewed by the Jefferson Lab LDRD 
Project Review team supplemented by subject matter experts.  In some 
cases, they sought advice from people outside the laboratory. Verbal 
presentations of the proposals were made and the committee discussed at 
length the merits of each proposal. They also considered the matching of 
the proposals to the strategic directions of the divisions and of the 
laboratory. Ultimately, of the eighteen, the selection committee 
classified nine proposals as good, four as excellent, and three as 
outstanding.

We have decided to fund the three outstanding proposals for a first year 
with a total of slightly less than $400k including overheads. Assuming 
that these FY14 winners would compete well with the second year 
proposals for FY15 funding, the level is such as to still allow us to 
make new awards next year within an overall envelope of $750k, thus 
giving us the prospect of a sustainable level of funding for the program.

The proposals we will fund are:

2013-LDRD-7    Christian Weiss    Physics potential of polarized light 
ions with EIC at JLab

2013-LDRD-12    Edward Nissen     Development of a Prototype for a Fast 
RF Kicker for the MEIC Electron Cooler

2013-LDRD-15    Jack McKisson    Physics, Wireless, Hand-Held Data 
Acquisition System for Imaging Detector

We look forward with great interest to the results of these projects and 
the boost they will give to long-term strategic directions of the 
laboratory.  We would also like to express our appreciation to all the 
proponents and those who helped them with the proposals. In several 
reviews during the late summer, when the status of the program was 
described, we received congratulations on the standards of the program.
