[APEX] apex paper second draft

Dear APEX collaboration,

Attached is the second PRL draft version for the APEX test run results.
The results are almost final.
Please take a look and send us any remaining comments by next week
Monday August 1, 2011, at 5pm EST.

We thank everyone who gave us valuable feedback and comments.
We tried to incorporate as many of them as possible.  If there are things
we did not change, but you feel strongly should be changed, please let us
know.
