[B1] New solid polarized target proposal

You might have seen the email announcing the WACS proposal.

This is essentially a resubmission of an previously approved experiment,
E-05-101, that received an A- rating from the PAC and 14 days of beam
time. It passed its Readiness Review and was to follow SANE, but delays in
the schedule (largely budget driven) forced it to be dropped, along with
another polarized target experiment, E-07-011. Instead of BigCal (as in
2006) it would use the proposed NPS. This could run with b_1 and we would
like to invite all the b_1 members to join.

Take a look at the proposal and if you would like to join let us know. If
your name is already there and you do not want to participate, let us know
that too and we will remove your name.
