[Bteam] beam test plans

I've assigned tentative priorities to beam and software test plans in 
ATLis.  Some of the tasks ranked "1" have been accomplished.  I hope 
some of the software tasks ranked "4" have also been accomplised.  I 
leave designating these as complete to the authors.

I have created an ATLis for parasitic Q measurement in four CMs and 
ranked it "5".   This was motivated in part by the turning on of SL17-1. 
  SL17-1 was the biggest source of heat last spring.
