[Bteam] No meeting today

Regarding #4 - On 8/17 I performed Mott measurements, sending each of 
A/B/C beams down the injector.  Both A/C beams transported cleanly but 
the B beam scraped it's way into the polarimeter, usually a sign of RF 
setup.  I also observed B dechopping orbit was different than A/C.  A 4 
deg tweek to B laser phase fixed background very well, although not 
dechopping orbit.  I backed out the laser phase change after Mott 
wrapped up.  I suggest Reza take a look at B beam setup and dechopping.  
Once Hall B is on-line they'll be best diagnostic.
