[Bteam] PREX run plan

Bob,

Attached please find a draft plan for beam setup in hall A.  This does 
not include time for Compton background reduction but it is hoped that 
the matching work in the Compton region will reduce the need for this. 
Not does it include steering and raster checks through the Moller.

This draft was developed by Michele Joyce and me.  Comments on an 
earlier draft were received from Mike Tiefenback.  The B team has not 
reviewed the document.
