[Bteam] 60 Hz - blame the injector! and the 5 sec blip is seen again

Mark Dalton analyzed the injector runs he took 10/28 looking for 60 Hz 
and found it.  He also found the five second interval blip that was seen 
during PREX.

discusses my shortened hall C optics investigation last night.  I hope 
someone in CASA can figure out why the response from the FFB correctors 
is so different from design by the end of the arc.  Which sentence 
suggests body gradient in the 3m dipoles might be wrong.  There are 
enough harp traces with the design optics in the elog that someone 
competent should be able to fit this.  I'm not.
