[BTeam] helium inventory

The presently planned gradient distribution for the 500 MeV/linac run 
has the following modules off.  They may have liquid levels lowered for 
inventory control reasons to whatever value you deem consistent with CHL 
operational stability.  If the eleven below are not sufficient, please 
provide the number of old-style modules which should also be lowered and 
I will develop a new gradient distribution using additional C100s and 
fewer C25s.

NL: 4,5,6,11,12
SL: 4,7,9,10,15,16
