[BTeam] Tech Note: Summary of 5 MeV Region Emittance Measurements

Hi all,

I wanted to distribute a draft TN that summarizes the measurements
made in the 5 MeV region over the last ~18 months (at least that I had
a part in). I've been meaning to write this up but with the current
discussions about emittance in CEBAF it provided the motivation to do
so. I'm not sure that this has much (any?) bearing on the systematic
offset of emittances currently observed; especially since the data in
the 5 MeV region in the plots I've seen seem to agree with expected
values. However, we did notice a very big change in the front end from
February to September, 2015. It's still a mystery. However, maybe
folks that are looking at CEBAF on a daily basis can correlate this
with a known change in the system.

Anyway, I don't have a TN number yet so if you have
suggestions/comments/corrections, let me know by the end of the week.
