[BTeam] pre-beam activities

A strawman schedule for pre-beam activities leading up to Nov 9th has 
been added to the taskjuggler:

The calendar/schedule Joe has created was not consulted in forming this 
straw-man so there might be some conflict with that schedule as well any 
many other issues.    The thought was to put in the plan the broad steps 
needed to have the injector setup complete by Nov. 9th.    These steps 
are capture in the WBS ID = 10.

Relevant high level milestones will be found under WBS ID = 9

This is not a *must*, all the injector setup work under 10.3 can start 
Monday Swing if there are good arguments to move it to that date.

There are large gaps that do not have beam activities (Swing/Owl Nov 
2-7), which are available to the Source/Inj groups for some of their 
development, as long as beam to the inline dump is restored for day 
shift.  Whether or not to capture these details here or on the 
Whiteboard as the time approaches is an open question.

Comments will make things better.
