[BTeam] DB/DJ replacement

Mike,

A shorter version of the MAT with steel return and larger ID would work
as well. DB/DJ replacement has to fit over the BPM can, so >= 2.75". MAT
has slightly more quad Fourier component than this design but not enough
to matter. I simply had this design in progress and checked to see if
it would work.

The injector DB/DJ pairs must remain as is due to space constraints but
the linac units could be replaced.
