[BTeam] draft 2 of BSY dump TN

Jay and all,
I read the tech note, and think that we should add some dialogue about why we (BTeam) do not feel that it is useful to keep the BSY dump a 2 GeV capable dump (Perhaps a much lower cost, than a full upgrade?).
Personally, I think that the complete decommissioning of the dump shaves off capability to send full CW beam ( even one pass) independent of a hall. I realize that many think the cost of this outweighs the benefit of keeping the dump alive. I think for a full decision record (as it is titled) and for completeness this note needs some reasoning on why we do not feel it is worthwhile to keep the dump the way it is.
There was much email chatter about this when it was discussed, perhaps we could dig up this commentary and insert it?

In response to Mike Tiefenback's email I've added a lot of material to the section on upgrade costs. I've added a parenthetical claim that the section is my responsibility only, not the B team's. I acknowledge Mike's input in the final two paragraphs of the section. If Mike or anyone else feels an Acknowledgement is needed at the end as well, fine by me.
