[BTeam] possible new setup for January/February

Hall C is at 7936.67 MeV per Spin Doctor.  The experiment needs to 
maintain this energy in January/February.  Mike Spata suggested lowering 
the linac energy so as to reduce RF trips and activation, putting Hall C 
at fifth pass.  Hall A may also want 7937 MeV in Jan/Feb.  Hall B is 
looking at the effects on their physics.

For 88.7/786.2/786.2 MeV setup, Spin Doctor predicts, including SR of 
course:

Pass 1	1661.1
2	3233.1
3	4804.1
4	6372.6
5	7936.5  vs 7936.7 now
5.5	8718.3

Something to discuss at B team.  Try scaling down from the 910/linac 
setup?  Or simply start over?
