Hall C will want to run some parasitic tests, aka ask for current, 
during the FFB test to A.

Hall A may want to run additional GEM tests during the high current 
test, hence my including them up to 40 uA in the test plan. Max 250 kW.

The 40 uA to A and 60 uA to C limits were those Reza provided after the 
last injector tune.

Reza's suggestion to turn off vertical separators on fifth pass and 
extract both B and C beams magnetically is a good one.  At 75 uA, 800 kW.
