[Bubble] Beam Ops for Bubble Run

A few updates regarding the Beam Ops side of the Bubble Run...

1. Bubble now has an Ops work area for related activities (elegant decks, sharing files, etc. etc)

  => /usr/opsdata/bubble

2. I've added a 'Beam Setup and Measurement' section to the the Bubble wiki for the May 2018 test outlining procedures,
