[Casa] Winter shutdown site access list

Hi folks,

It's that time of the year again -- the lab will be shutting down for
the winter shutdown from Mon Dec 23 through Wed Jan 1.

If you expect to need access to any location at the lab (including
ARC offices, accelerator site, CEBAF Center, etc) over that period, we
need to get you on the division exception list. *If you do think you will
need access, please contact me directly* and we can collect the info to
send along to the division leadership for approval. This is only for
physical site access; remote computer resources and access should stay
available aside from planned outages for updates/upgrades.
