[Casa] IPAC'25 abstract submission deadline time

Hi folks,

As mentioned at the group meeting this morning, the IPAC'25 abstract
deadline is

   Tuesday, 10 December 2024, 23:59 CST(UCT+8)

UCT+8 is the Taiwan time zone, 13 hours ahead of our time (UCT-5).
So for us the deadline ends up being

   Tuesday, 10 December 2024, 10:59 EST

or basically 11 AM on Tuesday. The Asian groups have a tendency to
shut off abstract submission exactly at the deadline so it's worth
pointing out the time. Some folks may be thinking "midnight Tuesday
local time" which is not correct.

I sent a note to Betty so she may also be sending this reminder out
to the entire accelerator division.
