[Casa] NICA commissioning run started earlier this year

Hi folks,

There was some talk about NICA at the coffee and donuts meeting this
morning, and Slava mentioned that he had heard NICA was starting to
operate. Indeed, I found some info that indicates that the first
commissioning run of NICA started in March, with first collisions
of Xenon slated for later this year. Thanks for the heads-up, Slava!
