[Central_tracker] SVT electronics' location (L1 disconnect)

Hi All,

The attached .pdf shows the keepouts for both the SVT detector (140mm 
radially from target center) and the keepout boundaries for the level 1 
disconnect for the SVT electronics (175mm radially, and 700mm upstream 
of target center).
