[Clas12_calcom] CLAS12 Subsystem Status Words

Folks,

Based on our recent discussions at CALCOM about hardware status words, I have tried to capture the 
information in one place (see the attached file). If you are a subsystem leader, please review what I have 
for your subsystem and make any needed modifications to your subsystem. Please send me back the 
modified file when you are done. Also, even if there are no changes to your subsystem for now, let me 
know that I have gotten things right.
