[Clas12_calcom] RGC Runs 16170 and 16279 ready for calibration after FTOF

Dear all,
I forgot to specify (thanks Izzy for reminding me), the run ranges that
should be applied for these two runs (for which FTOF has been calibrated
already, sorry if this was not clear in my previous email):
- Constants of run 16170 should be applied to 16152 - 16236
- Constants of run 16279 should be applied to 16238 - infinity
