[Clas12_calcom] [EXTERNAL] RGA Fa18 pass-0 timelines following subsystem calibrations

Dear Timothy,

The new ECAL timing residual timelines are missing the ecou time mean and sigma (pcal and ecin are there).  

Also there are global shifts in time residuals for runs 5000,5001 (1.24 ns) and 5190-5194 (-160 ps) which defy explanation.

The outbending portion shows systematic timing shifts within QA which I am investigating.
