[Clas12_dileptons] Efficiency

Hi Nathan

We had a much better description of MC efficiency dependence on the beam current in the past. Nick was testing the algorithm for inclusive electron MC and was very close to the expectations from data, within a couple of %. The version on OSG is different from what we used during TF work and significantly underestimates efficiency drop.
