[Clas12_dileptons] Summary of beam charge for runs 5036 to 5419

OK, based on this I do not see any reason to handle with 4% questionable runs. I vote to discard them as well.

* We should remove data corresponding to about 7.7% of the collected charge (runs 5036 to 5419)
* About 4% is questionable, most of them are low beam current, and hence produce high normalize rate
