[Clas12_first_exp] Accelerator status/Hall access/cosmic, calibration runs/meeting today at 3pm

For reference, we had found evidence for elastic scattering from the gas in
the empty target using coincidence between forward carriage ECAL info and
CVT (even with partial phi coverage) as documented here

Also, those results did suggest significant energy loss for the protons in
the central, but that was of course very early so things may be different
now
