[Clas12_photon] Draft proposal v.1.1

Dear all,
we placed the latest version of the draft at the following link (also 
available from  the main FT wiki page)

Since the committee does not yet asked for the draft, we may have the 
week-end to look at it and make corrections/changes.
Send us your inputs and we'll implement in a new version.
