[Clas12_photon] Porposal draft v1.2 posted

Dear all,
based on comments received we posted a new version of the draft (link 
under the FT main page

There are still many things to change/update but this version will 
probably go to the WG reviewers therefore, take a look carefully and 
send us back comments if you find major errors/inconsistencies.
