[Clas12_photon] The new FTCal elog

Dear all,
since a lot of people are involved from different institutes and a lot 
of work has to be done, I asked for a dedicated and temporary elog for 
the commissioning of the forwar tagger calorimeter.

It is under the HallB list of logbooks and it is accessible also from 
outside JLab:
  https://logbooks.jlab.org/book/ftcal

Using this elog people can remain updated on the status of the assembly 
procedure or on the characterization of the detector, especially when it 
will be available at JLab.
Feel free to make new entries!
