[Clas12_photon] The new FT elog

Dear all,
as discussed yesterday during the FT meeting, I asked a small change in 
the elog that was already created.
the name is changed in a more general one, FT, and has 3 new tags 
(FTCal, FTHodo and FTTrck) that can be selected as well the already 
available and more general tags (as. DAQ, analysis, detector, etc...).
These tags will make our lives more easy once we have to select specific 
items.

The elog is always under the HallB logbook page.
