[Clas12_rgb] cooking status update

The cooked files have no such problem
/w/hallb-scifs17exp/clas12/rg-b/production/recon/pass0/v1/mon/006213
But I do see there are many such files in the skimmed folder
/w/hallb-scifs17exp/clas12/rg-b/production/recon/pass0/v1/skim/006213

A quick check on one of them "skim-e_mon_clas_006213.evio.00000.hipo" 
shows it has no tracks satisfy the skim-e condition
(pid==1 && 2000<status<3000) in REC::Particle or RECHB::Particle bank
So it's an empty skim file

The previous trigger test run 6155 doesn't have many empty files
/w/hallb-scifs17exp/clas12/rg-b/production/recon/pass0/v1/skim/006155
