[Clas12_rgb] Status update and shifts

Dear Collaborators,

The accelerator restoration is taking longer than expected.
It is reasonable to expect beam to the halls some time on February 5.

All shifts are cancelled until Tuesday February 5. Tuesday Day Shift is on stand by and should be be ready to come to the counting house if called.
