[Clas12_rgb] [EXTERNAL] Turn off PINing data files

Hi Folks,

We are considering turning off PINing of the data files left on the disk to make the IO operate more smoothly. This means we will use the PROD66 config file instead of the current one (PROD66_PIN). Please let me know if you have any issues with this step.
