[clas12_rgk] [EXTERNAL] draft of RGK request to CCC for pass1 data process

One problem is that we cannot make a proper estimate of total reactions
statistics by merely extrapolating the 7.5 GeV data
For instance it is challenging to carefully estimate the total number of
DVCS events if we do not have any of the 6.5 GeV data on hands
