[Clas12_rich] EEL 124 layout for RICH assembly

Hello Walt and Tyler,

As Volker said, Forward tagger will go to the hall in November. 
Relocating it before
that makes no sense, I believe. We need Genova group be here and they 
are scheduled
to come in November.
As for HPS, I am not sure what is the issue. HPS has one/two shelves in 
that room, along
the wall. It occupies almost nothing. We have to rearrange shelves in 
that room after
detectors (Forward tagger and Drif chambers) will be moved and can free 
some space.
