[Clas12_rich] RICH detector slow controls location

Hi Marc,

I am on vacation till the end of the next week. 
There is some space in the racks on the third level of the forward carriage. There are two racks on each side of the beam with Caen HV power supplies and distribution boxes. Top part of these racks is not occupied yet. 
I think it would be a good place if Sergey agrees.
