[Clas12_rich] RICH electronics and power supplies

Dear Tylor,

HV and LV power supplies will use only one CAEN crate. The details of the electronics you can find in the PR#364737.

The readout electronics will use 5 SSP modules. The locations of these modules will be determined by the DAQ group soon.
