[Clas12_rich] RICH electronics on Forward Carraige Level 3

All right. CAEN and VXS crates should fit above existing CAEN crate. By the way this crate is not called "LTCC" LTCC takes just two slots, most of it is ECAL. If you build the second RICH we would need to add CAEN only. Back-end readut boards will go to the same VXS crate with the first one. There is enough room for two if it is 5 SSP boards per sector.
