[Clas12_rich] RICH THA regarding consequence level for the N2 purge system

Dear Tyler,
I am not sure that you set the correct consequence level, probability and risk code for the N2 purge system. Nothing happened actually if we will not use purge system at all and keep the RICH detector just in the Hall-B environment. 
We used aerogel on the test measurements at CERN without any purge system at all. Aerogel can recover after being exposed in the environment with HIGH humidity. In my view the consequence level is low, the probability  is low and risk code is not more than 1. The risk code after mitigation is negligible.
