[Clas12_rich] ASME valve approvals

hi bob, 

as was mentioned in the ERR, we need to have saptarshi's RICH relief valve calculations and valve selections approved by a pressure system design authority. 

dave kausch, i think, was one such; but he has retired. 
coul d you or saptarshi please make sure that saptarshi's calculations and valve selections have the seal of approval.
