hi ben, 
much as i think i understand you, i am rather depressed processing what you say, because i think it is defeatist, hopefully i'm wrong. 
if i used your logic, no one else other than the usa would have built a space shuttle, sent a rocket to mars (by the way india did it and was a a factor of hundred cheaper), built cell phones, developed operating systems, done stem cell research, no one else other than us would have built an accelerator, developed bubble chambers and so on and on. 
i believe in self reliance, no matter how much someone else is experienced at something, we can do it and we'll do it better. 
experience just tells us that we have made that mistake before. 
and after all you are here aren't you- in you i trust! 
so take a deep breath, we can do it. 
remember david slew goliath!

Sure, I'll plan to meet with you on Friday. In particular I'd like to find out what resources you have available to see if this development is a good fit you to work on. The Saclay folks were an excellent fit because their MicroMegas project readout hardware is identical to RICH and also they had a lot of experience with the FPGA SerDes which is very important since many tricks are needed to establish a deterministic serializer latency.
