[Clas12_rich] RICH electronic boards

Dear Tyler,
the electronic boards will arrive as separate units, to be
characterized and validated on a simple test-bench
(computer, electronics, LV power supply, pulse generator).

As a second step, boards and PMTs will be grouped into
tiles and characterized together (for example equalizing
the readout gains) possibly with Valery's laser test-bench.

The assembling on the electronic panel will start in
parallel with that, as soon as the electronic panel and
its support will be available.

In the best scenario, the boards will arrive before the end
of october and the assembling will start in november.

M. Mirazita and me will be at JLab the first week of
October, in order to continue the characterization of
the mirrors and aerogel and to detail the assembling
procedures, manuals and schedule with the DSG.
