[Clas12_software] jar managment

[David Heddle]

I have been asked to resurrect the proposal made in May for simpleminded
jar file management. I have modified that proposal. If you are interested,
read the short paper that is attached and make comments.

You may recall that that proposal was countered by a more sophisticated
approach using maven. The problem is we have nobody to implement the better
solution, hence back to the simpler though less powerful approach. It;s
always a tradeoff.
