[Clas12_software] ced simple download and run

There is now a simple way to get *ced* stand-alone, ready to run.
No env vars to set. No class paths to set. Nothing to build.

Go to:
https://userweb.jlab.org/~heddle/ced/builds/

then download the latest ced-YYYY-MM-DD.tar.gz

extract it wherever you want. It will extract to a *cedbuild* directory.
Inside that directory you should see one jar file and three folders:

*ced.jar*
coatjava
data
JOGL

to run *ced*:

   - *mac*: double click *ced.jar*
   - *linux (or mac)*: from terminal, cd to the *cedbuild* folder;
enter:  *java
   -jar ced.jar*
   - On the other 91.8% of all computers (windows) double click *ced.jar*


I have tested this on exactly one mac, one linux machine, and one windows
box. I expect some problems to arise at first so let me know if it works
and more importantly what happens if it doesn't work.
