[Clas12_software] version change

Dear All,

following the popular demand I changed the version of coatjava, from 
2.0 to 2.4 , which will be consistent with GEMC version 2.4 that will be released soon.

In order to get the development version (with CLARA 4.3), please use the link below:

wget https://userweb.jlab.org/~gavalian/software/coatjava/coatjava-2.4.tar.gz
The documentation page has been updated to show the link to the newest version as well.
