[Clas12_software] ced v. 0.99.99

Biggest change is better (some might be inclined to use the word "garish")
colorization based on ADC values, and the little ADC bar plots on the
perimeter of PCAL and ECAL that I reckon were more popular in ced-6GeV than
I recalled:

The next version will probably be v 0.99.991

I am going to approach v 1.0 asymptotically, because releasing a whole
number version  is a serious business that invites too much scrutiny.
