[Clas12_software] Hipo-tools: C++ and ROOT analysis tools

We are pleased to announce "hipo-tools", the official hipo file based 
analysis tools for C++ and other languages.

where we welcome you to make requests for new features, report bugs, and 
submit pull requests.

Currently, the library is a read-only implementation for hipo files, but 
we hope to be able to write hipo files soon! I'd like to thank Gagik 
Gavalian for supporting the hipo file parsing library.

The library maintainers are Nick Tyler, Whitney Armstrong, and Gagik 
Gavalian.
