[Clas12_software] Hipo-tools: C++ and ROOT analysis tools

Dear Whitney,
I was somewhat surprised to find first that an official ROOT/C++ had
been developed, second, that it is in fact largely based on the THipo
class I wrote, third, that my name does not appear anywhere as
author/maintainer or even an acknowledgment. I must have missed something.
